Dave Quinn began his career as the Executive Director of the Levelland Economic Development Corporation in 2004. He holds a Bachelor of Science in Agricultural Economics from Texas A&M University and is a member of the Fightin’ Aggie Class of 1997. Prior to working for the City, Dave worked in the Petroleum Industry as a Logistics Specialist for 5 years and the Waste Management Industry as Assistant Director of Operations for 1 year.

Dave recently received his certification through the International Economic Development Council’s Certified Economic Developer Program. He is a Master Graduate of Rapport Leadership International, a leadership development program, completing over 100 hours of intense leadership training. He is also a 2006 graduate of Leadership Levelland. Dave served two terms as the Chairman of the High Ground of Texas, a regional marketing coalition covering 60+ counties in West Texas and is one of the founding board members of the High Ground’s Education Foundation.

During his tenure as the Levelland E.D.C.’s Executive Director, Dave has facilitated a number of economic development projects including the $64 million Levelland/Hockley County Ethanol plant and the more recent $8.6 million Levelland Industrial Rail Park. He is pioneering the use of social media as a tool for economic development corporations to build local support and advocacy which can be leveraged for business retention, expansion and attraction. Established as a trust agent in his community and among his peers, Dave understands that the more you give the more you get.

Named as one of Lubbock’s Top 20 Under 40 in 2008, Dave is past president of the Levelland Noon Rotary, a member of the Levelland Masonic Lodge #1296 A.F. & A.M. and the First Baptist Church Men’s Ensemble. He and his wife Kimbra have lived in Levelland since November of 1997. They have a 8 year old son, Griffin Eli, a 4 year old daughter Presli Klaire, and an 8 month old son Pierson Banks.
